There are 14 state correction institutions in Alaska, and currently just over 4550 inmates state-wide. Alaska's prisons have been rated more favourably by the American Civil Liberties Union than jails in most other states. Despite this, Alaskan prisons are not without problems, and many inmates suffer from substance abuse and from over crowding. Some have been placed in a private facility in Arizona as a result, and a new correction facility is to be opened in Alaska in 2012 to deal with this problem. There also appears to be an issue of native Alaskans in prison; whereas natives make up just 18 per cent of the state's population, 36 per cent of inmates are Alaskan natives. Alaska is one of a minority of states not allowing the death penalty, having abolished it in 1957. One reason for this was the apparent racism inherent in the use of capital punishment. VINE, the US information network for victims of crime, is active over the entire state, and the Department of Corrections has had a victim service unit put in place since 1998.
