Hacked Trane XL19i - Behind a jail cell!

This Trane XL19i is installed behind a pool fence but the worst of it is that the electrical and refer access is impossible to access because it's behind the pool heater and against the wall! (The pool heater was there first). The Peoria/Sun City West area company will stick these in any location. They have no regard for Building codes, or the National Electrical code which states there MUST be 30 inches of unrestricted service access to the electrical panel! This company does NOT pull any permits or have any inspections. This is a big problem in the Arizona Valley as the building and HVAC industry and city are obviously corrupt and haven't enforced ANY codes in years!
