South Carolina has an extensive network of correctional institutions, with twenty-eight (including pre-release work centers) currently functioning throughout the state. The state's inmate population is relatively high, with almost 23 500 people currently incarcerated in state institutions. South Carolina is also currently ranked first on the violent crimes rank list by state; based on 2006 records, approximately 766 violent crimes occur per 100 000 residents of the state. The Department of Corrections has put in place crime prevention programs involving dialogue between inmates and young adults, allowing young people to understand and become sensitive to the circumstances which may lead offenders to criminal behaviour, and be able to avoid these patterns in their own lives. State institutions offer programs for offenders to gain life and work skills while in prison, including substance abuse treatment, SPICE education programs, and a vocational horticultural program. Capital punishment is still practiced in South Carolina, and prisoners on death row are allowed a choice between lethal injection and electrocution. |
