Wisconsin was the first state to abolish the death penalty, having banned it in 1853, two years after the opening of its first state correctional facility. The state counts twenty-one correctional institutions, including thirteen minimum security correctional centers for adults. These centers aim to allow inmates an easier transition back into the community by giving the opportunity to offenders to take on responsibilities and do community work, as well as allowing work releases. There are currently close to 22,000 inmates over the state. The original 17,354 thousand inmate capacity limit means there is a notable crowding problem in Wisconsin prisons. Visits to inmates can only be made if you are on an inmate's approved visitor list, which are restricted to a number of 12 people, not including children under the age of eighteen. All visitors, including minors, must fill out a visitor's questionnaire and have it approved before a visit can take place.
